• Linda Ogata has been named vice president and commercial loan officer for the San Joaquin County region of Central Valley Community Bank.
Ms. Ogata joins CVCB with over 30 years of experience in the banking industry and most recently served as senior vice president, commercial loan officer and manager for another San Joaquin County bank. In her new CVCB role, she will specialize in commercial lending, residential and commercial construction loans, and government guaranteed loans.

• Robin Dansby, and
• Melanie Rubia, both with Cornerstone Structural Engineering Group in Fresno, have successfully passed the California Professional Civil Engineering Exam.
Ms. Dansby joined Cornerstone in 2006 and holds a M.S. in Civil Engineering and B.S. in Applied Mathematics from California State University, Fresno.
Ms. Rubia joined Cornerstone in 2007 and holds a B.S. in Architectural Engineering from California Polytechnic State University, San Luis Obispo.

• Julie Moore, a librarian in the Technical Services Department of the Henry Madden Library at California State University, Fresno, is the 2010 winner of the Nancy B. Olson Award presented by Online Audiovisual Catalogers Inc., an affiliate of the American Library Association.
The award recognizes a librarian who has made significant contributions to the advancement and understanding of audiovisual cataloging.
The award has special significance for Ms. Moore, who studied under Ms. Olson, the first chairman of the catalogers’ association.
In accepting the honor at the group’s membership conference in Washington, D.C., Moore said, “This is definitely the highlight of my 21-year career as a cataloger. It is so wonderful to have my life’s work be acknowledged in this way.”
The Olson Award recognizes Ms. Moore’s work that includes teaching, working with and guiding interns in Alaska, who afterward established successful librarian careers; promoting understanding of cataloging in a variety of formats and materials through presentations, teaching and writing; raising awareness and promoting new international cataloging rules and providing service and leadership in to her profession and to other groups.

• Juan Garza II has been named chief operating officer of California Consulting LLC, a Fresno-based grant writing and advocacy firm that has launched an expansion of their grant writing division.
Mr. Garza most recently worked in the Bay Area as an assistant vice president of Caldwell, Flores, Winters, a company that represents 140 school districts across the state. He previously served as a press aide to U.S. Rep. George Radanovich, R-Mariposa.
• James Ritchie has been named senior associate of California Consulting LLC. As the new Senior Associate Jim will be the lead grant writer on all major projects undertaken by the company.
Mr. Ritchie most recently served as an analyst for Fresno County’s Behavorial Health Department where he served as a grants researcher and grant writer.
• Antoinette Aizon-Hubbell has been hired as the new senior grants advisor for California Consulting LLC, working with law enforcement related grants and oversee the state CalGRIP anti-gang grant. She most recently served three years as a grant writer for the Fresno Police Department.

• John Chin, M.D., 58, of Sacramento, has been reappointed to the Medical Board of California, where he has served as a member since 2006. He has been associate clinical professor for University of California, Davis since 2004, partner for Regional Cardiology Associates Medical Group since 1996, director of cardiac transplant service at Sutter Heart Institute since 1997 and director of cardiac telemetry at Mercy General Hospital since 1990.
This position requires Senate confirmation and the compensation is $100 per diem. Mr. Chin is not registered.

• Eddie Lang Jr., 68, of Rancho Cordova, has been reappointed to the Contractors State License Board, where he has served as a member since 2007. He was supervisor of the Franchise Tax Board from 1980 to 2003.
Previously, Mr. Lang served the U.S. Air Force from 1960 to 1980, retiring as assistant chief of Central Base Administration at Mather Air Force Base.
This position requires Senate confirmation and the compensation is $100 per diem. Mr. Lang is a Democrat.

• Cynthia Mitchell, 52, of Folsom, has been appointed to the Contractors State License Board. She has served as president of Marmitec since 1993 and president of Citadel of Nevada since 2007. Previously, Ms. Mitchell was president of Pinco Management from 1990 to 1993 and owned Pine’s Commercial Vehicle Painting from 1983 to 1990.
This position requires Senate confirmation and the compensation is $100 per diem. Ms. Mitchell is a Republican.

• Erik Skinner, 41, of Davis, has been appointed executive vice chancellor of programs for California Community Colleges. Since 2007, he has served as vice chancellor for fiscal policy at the California Community Colleges Chancellor’s Office.
Previously, Mr. Skinner was assistant secretary for fiscal policy at the Office of the Secretary of Education from 2001 to 2007 and fiscal and policy analyst at the California Legislative Analyst’s Office from 1998 to 2001.
This position does not require Senate confirmation and the compensation is $116,481. Mr. Skinner is a Democrat.

• Stanley Young, 62, of Davis, has been appointed communications director for the Air Resources Board (CARB). He has worked for CARB as acting communications director since April 2010 and information officer since 2009.
Earlier he was president and owned Stanley Young Social Communications and Marketing from 2006 to 2007 and was director of marketing and corporate communications for Jones & Stokes from 2003 to 2006.
This position does not require Senate confirmation and the compensation is $85,320. Mr. Young is a Democrat.

• Tom Howard has been named the new executive director of the State Water Resources
Control Board.
He will succeed Dorothy Rice who will retire next month.
Mr. Howard has been with the Water Board, in a variety of increasingly responsible positions, since 1984. He has been chief deputy director since 2003.
He will officially become executive director upon Ms. Rice’s retirement Aug. 6.

• Craig Wilson of Carmichael has been hired as Delta water master, effective Aug. 1, by the state Water Resources Control Board in Sacramento.
The Delta water master oversees diversions of water within the Sacramento-San Joaquin River Delta.
Mr. Wilson is currently a lawyer at Stoel Rives LLP specializing in water issues. He was the State Water Board’s chief counsel from 2000 until 2005. Prior to that, he had 24 years of experience in a variety of capacities with the Water Board.
