• Jonathan Harmer
has been named chief financial officer for USA Properties Fund Inc., of Roseville, which describes itself as one of the largest apartment community developer-builder-managers in the West.
Mr. Harmer has almost two decades of accounting and management experience and was most recently CFO of CV Holdings Inc., a commercial real estate finance company in Newport Beach. He previously served as CFO for CORE Realty Holdings LLC, a real estate investment group in Newport Beach, and Meridian Development in Incline Village, Nev.
He succeeds executive vice president and CFO Edward Herzog, who has been with USA Properties since 1984, three years after the company started. Mr. Herzog – who oversees accounting, financial, information technology and tax activities – will retire later this summer.

• John Martin have joined the sales team at Michael David Winery in Lodi.
Ms. Lumley has filled the newly revitalized position of on-premise national accounts manager. Her 13 years of industry experience include five years with Southern Glazers, and most recently more than seven years with Terlato Wines and Artisan Spirits. She is based in Denver, Colorado.
Ms. Benzenberg is the newly appointed sales manager of the winery’s Central Mountain region where she will manage sales in Colorado, Kansas and Missouri. Her industry experience of 19 years includes positions with Southern Wine and Spirits, Constellation, Treasury and Shannon Ridge.
Mr. Martin has assumed the position of northeast divisional manager, and will be managing all aspects of the Michael David portfolio in New York, Pennsylvania, Massachusetts, New Jersey, Connecticut, Rhodes Island, New Hampshire, Vermont and Maine.
He has 22 years of experience in the wine business, most recently at Copper Cane as northeast regional manager.
• Mark Kitabayashi has been named to the firm's equity partnership of Fresno-based education and public agency law firm Lozano Smith LLP.
Mr. Kitabayashi is also the office managing partner of Lozano Smith's Los Angeles office and co-chairman of the firm's Litigation Practice Group.
Mr. Kitabayashi joined Lozano Smith in September 2006 as senior counsel. He was later named a Southern California Super Lawyer in 2011 and elevated to partner at Lozano Smith in 2012.
• Carmela Coyle, president/CEO of the Maryland Hospital Association, has been selected as the new president/CEO of the California Hospital Association and it's parent organization, the California Association of Hospitals & Health Systems.
She replaces long-time CHA President/CEO Duane Dauner, who is retiring.
Ms. Coyle has led the Maryland Hospital Association since 2008. During her tenure, she has helped reframe the hospital payment system in Maryland, moving to a value-based methodology.
Prior to joining MHA, Ms. Coyle spent 20 years in various roles with the American Hospital Association including 11 years as senior vice president of policy, where she served as a national media spokeswoman and led AHA's policy development and strategy planning activities. Earlier in her career, she worked for the Congressional Budget Office in Washington, D.C.
Ms. Coyle is expected to begin her new role by October 30.
To ensure continuity in leadership and executive management at CHA, Mr. Dauner will continue to serve the organization as a consultant until December 31, 2018.
• Jeff Hushaw has joined Oak Valley Community Bank, a wholly owned subsidiary of Oak Valley Bancorp (NASDAQ: OVLY) as vice president, commercial loan officer. He will be based out of the Oakdale location.
Mr. Hushaw brings over 30 years of Central Valley commercial, agricultural, and agri-business lending experience to the bank. In his new role, he will manage a loan portfolio and focus on new business development.
Mr. Hushaw is currently a member of the San Joaquin Business Council.
• Jeff Rieker has been named operations manager for the U.S. Bureau of Reclamation’s Central Valley Office in Sacramento.
Similar to his prior position as the deputy operations manager, Mr. Rieker will oversee the day-to-day water and power operations of Reclamation’s Central Valley Project, one of the largest water storage and transport systems in the world. The CVP is comprised of 20 dams and reservoirs, 11 powerplants and more than 500 miles of canals and aqueducts within the Central Valley.
Mr. Rieker began his career with Reclamation in 1999 as a student and hydraulic engineer in Denver. Since that time, he has served as a hydrologic modeler, a river and reservoir operations forecaster, and has overseen a variety of water resource planning and management issues for Reclamation in Carson City, Sacramento and in Washington D.C., where he served as the region’s liaison and representative in the Commissioner’s Office.
• John Spangler, 49, of Sacramento, has been appointed deputy secretary of legislation and government relations at the California Department of Veterans Affairs. Mr. Spangler has been chief consultant for the California State Assembly Committee on Veterans Affairs since 2011. He served as a regulatory program analyst in the U.S. Marine Corps from 2009 to 2011.
This position does not require Senate confirmation and the compensation is $140,004. Mr. Spangler is a Democrat.
• Narinderpal Sufi, 43, of Sacramento, has been appointed deputy state librarian at the California State Library. Ms. Sufi has been a volunteer adult literacy development advisor at the Sutter County Library since 2017. She was director of libraries and community development at Luton Culture from 2013 to 2017 and held several positions at the London Borough of Brent’s Department of Libraries, Arts and Heritage from 2003 to 2013, including group library manager, library manager and librarian.
This position does not require Senate confirmation and the compensation is $120,000. Ms. Sufi is not registered to vote.
• Nilda Valmores, 54, of Sacramento, has been appointed to the California Domestic Violence Advisory Council. Ms. Valmores has been executive director at My Sister’s House since 2004. She was director for community development at Mercy Housing California from 1999 to 2004 and a development director at Community Resource Project Inc. from 1997 to 1999. She was a project coordinator at the California School Boards Association from 1994 to 1997 and an independent living program specialist at the California Community Colleges Foundation from 1992 to 1994.
This position does not require Senate confirmation and there is no compensation. Ms. Valmores is a Democrat.
• Kilolo Brodie, 44, of Turlock, has been appointed to the California State Council on Developmental Disabilities. Ms. Brodie has served in several positions for the Master of Social Work Program at California State University, Stanislaus since 2010, including department chairman, master of social work program director, director of field education and associate professor. She was an assistant professor at California State University, East Bay from 2008 to 2010, where she was a project coordinator of the Title IV-E Child Welfare Stipend 2004 to 2008.
Ms. Brodie is a member of the National Down Syndrome Congress, National Association of Social Workers, and Stanislaus County Special Education Local Plan Area Community Advisory Committee.
This position does not require Senate confirmation and the compensation is $100 per diem. Ms. Brodie is a Democrat.
