What began as the first hospital for miners during the California Gold Rush, and then became the first insane asylum west of the Mississippi and then morphed into a center for the developmentally disabled is changing yet again -- into an education model thought to be unique in the nation -- through an unusual partnership between a city, a developer and a university.
